Toby Lineaweaver
Executive Director

Toby Lineaweaver serves as the Executive Director of Relief Recovery Center, bringing over 35 years of comprehensive experience in the human services field. His career includes leadership roles as an executive, program, and clinical director for agencies that cater to individuals of all ages with a diverse range of diagnoses, behaviors, and challenges. Toby’s expertise lies in addressing substance use and mental health disorders, with a particular focus on adolescents and young adults. He is adept at developing treatment approaches that incorporate coordinated team efforts, developmental considerations, and trauma-informed best practices.
Raised on Cape Cod, Toby pursued his undergraduate education in Santa Cruz, California, and completed his Master’s degree in Cambridge, Massachusetts. He achieved independent licensure in 1995. Toby firmly believes in the importance of organizational culture, stating,

Meagan Pavao

Meagan has been working in the field of substance use disorder treatment, where she has developed and refined her skills as a clinician. Her career spans over two decades, during which she has held various roles that have contributed to her comprehensive understanding of addiction and recovery. She has significant experience working within the criminal justice system, providing support and treatment to individuals involved in legal proceedings. Her work in this area has included conducting assessments, developing treatment plans, and facilitating therapeutic interventions aimed at reducing recidivism and promoting long-term recovery. Meagan also has extensive experience in medication-assisted treatment, a critical component of her clinical practice.
In addition to her clinical role, Meagan operates and runs an animal rescue, dedicating her time and resources to providing a safe haven for animals in need. This work reflects her compassionate nature and her commitment to making a positive difference in the world.
Proudly in recovery since 1988, Meagan’s personal experience and commitment to sobriety deeply inform her clinical practice. Her long-term recovery journey enables her to connect with clients on a profound level, offering empathy, understanding, and inspiration. When she’s not working or caring for animals, Meagan enjoys the simple pleasures of life on the Massachusetts coast. She loves spending time at the beach and exploring the great outdoors through hiking.
Robert Terrell

Robert is our PMHNP at Relief Recover Center. With his expertise spanning over 23 years in the field of psychiatry, he has woven his expertise through a tapestry of care settings, from the urgency of emergency rooms to the intimacy of residential facilities. His journey began with a foundation in nursing at UMass Boston, where he honed his passion for healing. Guided by a thirst for knowledge and a commitment to excellence, he pursued his PMHNP at Regis College, equipping himself with the tools to navigate the complexities of behavioral and mental health care.
Central to Robert’s practice is the belief that healing begins with trust and empathy. In each encounter, he strives to cultivate a safe space where patients feel seen, heard, and understood. Drawing from his diverse experiences, he tailors treatment plans to the individual, recognizing that every journey is unique.
Robert’s compass spans across the lifespan, from tender children to wise elders. He has stood alongside vulnerable populations, from those experiencing homelessness to individuals battling addiction, employing culturally competent and evidence-based modalities to guide them toward resilience.
Driven by a dedication to excellence and fueled by a passion for healing, Robert continues to journey forward, steadfast in his commitment to empower individuals toward a brighter tomorrow.
Heidi Zimmerman
Lead Case Manager

Heidi is a dynamic force ready to make an impact in addiction treatment at Relief Recovery Center. With over 15 years entrenched in the healthcare realm, Heidi’s journey has been nothing short of extraordinary. Her career spans a decade as a Licensed Nurse, honing her skills and nurturing her passion for healing. Graduating from North Shore Community College in 2013 with a degree in Practical Nursing marked the beginning of her illustrious career, but it certainly didn’t define its limits.
Heidi’s expertise extends far beyond the confines of academia. With a background in psychiatric nursing, medication administration, and sober house management, she brings a wealth of diverse experiences to the table. Her insatiable thirst for knowledge led her to pursue a BA in Interdisciplinary Programs with a concentration in Cultures and Societies at the prestigious University of Tennessee.
Hailing from a quaint rural town on the outskirts of Nashville, Heidi’s roots ground her in humility and authenticity. Yet, her spirit is as vast and boundless as the ocean she now finds solace in, residing on the captivating shores of Cape Cod. It’s here amidst the rich tapestry of Massachusetts’ cultural diversity that Heidi finds inspiration, embracing life’s symphony with a fervent love for live music, cherished moments with her niece and nephew, and an unyielding passion for Tennessee football.

Skyler Flavin
Case Manager

Skyler serves as a case manager for Relief Recovery Center. Skyler’s desire to help and support individuals led her to pursue a Bachelor’s Degree in Psychology from Roger Williams University. Skyler has over 5 years of case management experience in residential, community, and home-based settings working with all ages from infants to elders. Skyler’s experience in the mental health field has expanded her knowledge of co-occurring disorders often seen with substance use disorders.
Outside of work, Skyler continues to support others through volunteer work with a non-profit camp for children grieving the loss of a parent or sibling. Skyler enjoys kayaking, dancing, and playing board games. Skyler finds comfort in connecting with friends and spending time with her pets.

Her recent achievement of a BA in Psychology with a specialization in Addictions from Southern New Hampshire University underscores her commitment to understanding and addressing the complexities of addiction.
Hailing from the picturesque shores of Cape Cod, Tiah’s affinity for coastal landscapes runs deep. Whether she’s soaking in the salty breeze or building sandcastles with her two-year-old son, Tiah finds solace and inspiration by the sea. Family holds a special place in her heart, and she cherishes every moment spent with her loved ones.
Beyond her professional endeavors, Tiah embraces adventure and adrenaline. She shares exhilarating motorcycle trips with her husband, exploring new horizons and forging unforgettable memories. And when it’s time to unwind, Tiah dives into the world of video games, immersing herself in captivating virtual realms.

Julia Andrews is a dedicated Human Resources Specialist at Relief Recovery Center, bringing a wealth of experience and a deeply personal connection to her work. Residing on picturesque Cape Cod with her husband, two children, and English Bulldog, Julia’s journey to this serene locale began in 2015.
Julia moved to Cape Cod at the beginning of her recovery journey, seeking a fresh start and a place to heal. The sandy shores of Cape Cod offered her peace and hope, becoming a sanctuary where she could meditate and search for sea glass. These moments of reflection and tranquility have been pivotal in her personal growth and recovery, and they continue to inspire her professional approach.
In her role as a Human Resources Specialist, Julia leverages her unique experiences and compassionate nature to foster a supportive and inclusive workplace environment. Her dedication to helping others navigate their own journeys is evident in her empathetic and proactive HR practices. Julia is passionate about employee well-being, development, and creating a positive organizational culture.
Outside of work, Julia enjoys spending time with her family, exploring the natural beauty of Cape Cod, and vacationing in the White Mountains of New Hampshire. Her personal journey and professional expertise make her a valued member of the Relief Recovery Center team, where she is committed to making a meaningful impact every day.
